Chichester Board of Selectmen
Minutes of Meeting
Tuesday, November 24, 2015

Members Present: D. Michael Paveglio, Richard DeBold, Jeff Jordan, Town Administrator Jodi Pinard

Others Present: Donna Chagnon, Alan Mayville, Tom Houle, Lucille Noel, Craig McIntosh, Michelle Haftman, and others members of public

Call to Order:  Mr. Paveglio called the meeting to order at 6:30pm

Appointments:

Department Heads
Police – Chief Clarke stated that he got the approval from Loudon to put up a “No through trucking @ the Town line” sign on Ricker Rd in Loudon

Emergency Management - John Martell was not in attendance and nothing was reported.

Building – John Freeman stated that he has eight new building permits since the last time he met with the Board with income totaling $375.00.

Fire – Chief Quimby stated that Lakes Region Fire was asking for permission to access E911 maps for Chichester and needed a signature.  He also had an intercept agreement from the town of Bow that needed a signature. Both were signed by the Board.

The Kenwood mobile radio in one of the Fire Trucks needs to be replaced. The warranty has expired and it is no longer serviceable.  He is getting three quotes.

Chief Quimby also stated that the Fire Department was working with the Grange and Church to do a Christmas tree lighting.  

Library – Lucille Noel stated that the Library will be closed from November 26th-29th and will reopen on Monday November 30th.

Pointe Theater will be putting on a show on December 5th called A New England Christmas.  It’s free of charge.

The Library put on a book sale since the board last met which raised a total of just over $500.00.

The Library is considering putting on a Alzheimer’s Café.  It would be a social setting for people suffering from the disease.  Readings and light refreshments would be provided.
A quote was received from Mason Brothers Construction in the amount of $55,630.00 for the lift in back of the library.  Size would be approximately 10X12 and they would use the overhead door opening.

General Business/Board Discussion:

Lucille Noelle Stated that the Heritage Commission would like to provide candle light in the Grange for the holiday season.  They will use LED lights and will be on from approximately 4pm to 9:30pm.

Jodi Pinard Stated the insurance company we use is going out of business.  She will be sending bids. She also stated that the budget is almost complete.  She is waiting for a few final numbers to finish up.  

Kristy McIntosh stated that she was working with the school to do a fundraiser benefiting the food pantry. She reported they have already raised over 500 cans and will be doing an assembly.  The school would like the Selectmen to come and speak about the duties of the Selectmen and what the office does.  The assembly will take place on December 8th.  


Food Pantry Donation
A motion was made by Mr. Paveglio and seconded by Mr. DeBold pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $500.00 received from Baby Threads of NH to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request. Motion Passes
